Plant Description and Operating Era

Toledo has been Owens-Corning’s corporate headquarters since the company’s 1938 founding as a joint venture between Owens-Illinois and Corning Glass Works. The Toledo complex has historically combined corporate offices, the technical center, and pilot-scale Fiberglas R&D operations — including experimental glass-melting furnaces, forming lines, and product-development labs where Kaylo and Fiberglas insulation formulations were developed and tested. The R&D wing operated with the same asbestos-era premises materials as commercial Fiberglas plants.

  • Asbestos pipe covering on process steam mains and utility lines
  • Asbestos-block hot-side lagging on Fiberglas pilot melting furnaces, forming machines, and curing ovens
  • Asbestos-fabric expansion joints on Fiberglas process piping
  • Asbestos sheet gaskets at furnace and process piping flanges
  • Asbestos-cement bulkhead panels in electrical rooms
  • Asbestos-fabric arc chute plates in Fiberglas plant switchgear
  • Asbestos-refractory Fiberglas melter tank throat pieces and paving blocks (early era)
  • Asbestos lab bench tops, fume-hood liners, and glove-box insulation in Owens-Corning R&D labs
  • Asbestos sprayed fireproofing on structural steel (pre-1973 EPA ban)

Workers Exposed

Plaintiffs allegedly worked at the Toledo HQ/R&D complex in trades including HFIAW Insulators, UA Pipefitters, IBB Boilermakers, BAC Bricklayers (furnace relining), IBEW Electricians, Millwrights, Fiberglas forming machine operators, furnace tenders, R&D technicians, chemists, and facilities maintenance workers.
